Is talent same as skill?
Talent versus skill. What's the difference? Fundamentally, talent is something you are born with (e.g. being fast, extroverted, great hand-eye coordination, amazing voice), whereas a skill is something that can be taught (e.g. the law, customer service, how to code).

Basically, reading is the ability to look at and understand the meaning of the written words, letters, or symbols. But reading as a skill means much more than that. Reading is a complex process of identifying/recognizing written signs, comprehending the signs, and constructing a meaning of the signs.
Drawing is a Skill.
A skill is something, that can be learned through practice and learning it the right way. Drawing is a Skill, that you can learn no matter if you are talented or not. But it will take a little more time to learn.
